Shutdown but not OFF! Help

When I do shutdown, the computer shutsdown but doesn't give me the prompt "safe to turn monitor off". When I looked at computer, it shutsdown but doesn't shut off. I have used the recovery disks, but that doesn't help. Its like it is in standby or hibernate mode all the time. I updated drivers from MS, it worked for awhile, then it stopped again. Thus, I have to manually shut the computer off every time that I am using it. Please, somebody help me!!!

I have a similar problem, I have Norton anti virus running on my computer which is conflicting resulting with the same trouble,
I have to manually enable the anti virus when I go on and when I finish manually disable it, this has stopped the problem.
I`m going to change the anti virus for some thing else.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
