should i uninstall previous service packs?

Is there a downside to doing this? also can i do this to previous java versions and other programs?

I wouldn't uninstall any Service Packs.

If you're having problems with Java and other programs then that is one method, uninstall then reinstall, but again, you don't say why you need to do this.

I definitely wouldn't uninstall previous service packs. But uninstalling older versions of Java is a good idea. You only need the latest (that's 23 at the moment, I think).
