if the one who pays for it (your boss, your customer, your client) wants it, you should do. In all other cases, it's totally up to you to do it or not to do it.

I see Kees thought same too.

The problem with wire frames IMO is they often get mangled as you test the site on tablets, phones and PCs. The new way is to test against all your targets and wire frames are pretty much a thing when your boss likes to see that before you try building your site.

As a programmer you know when your boss/client wants waterfall or agile.
