To figure it out I put the monitor on another PC and vice verse.

I have an HP monitor that recently started displaying a shimmering image. The picture has small waves that oscillate back and forth quickly, like looking through an image in a heat wave, but the lines on the edges of things oscillate quickly.
I have tried unplugging speakers nearby, moving anything away from it that would be causing interference, checking the connections, resetting the monitor to factor settings and auto adjusting. I have tried changing the refresh rate through display settings in Windows XP, with a higher refresh rate, but it didn't help. I also tried swapping with a different monitor to see if I just needed a new monitor, but that didn't solve anything as the problem is the same on the new monitor.
Is my video card bad? How can I test that? Any suggestions would be helpful I am pulling my hair out over this.
