How to share a screenshot in google drive with a particular person?

Send them that link. It's not as if they can't share it since if they can see it they can copy and send it along so for this one, it's easy. Just email that one person the link.

Once the person sees it then they can copy it and forward it to others. This is why just sending them the link is fine.

The usual reason for doing what you ask is the asker (you) might be thinking this will keep this image or file private to just that user.

The problem is that the person you send it to can leak it anyway and as such this is not adding any security at all but adding to your work load.
