Setting up new network

PC XP Pro SP 3 w/P4, 3.20 Processor. 2.0GB RAM. 75GB HD plus 300 GB External HD. Netgear Wireless Router WPN824 w/four ethernet connections. ASUS MB w/built in Marvell Yukon adapter. Panda Internet 2007 Antivirus is loaded w/XP Firewall enabled.

Notebook is HP Pavillion wil built in adapter. Also has XP Media Edition and Panda Security.

I have Network Magic software to help manage network but I am not married to it if it is not needed.

Have experienced trouble in the past with slow internet, outgoing emails of any size not going out, generally weird problems. So, I formatted the HDD and reloaded everything and some of the problems have gone away but outgoing emails are still a problem. I have researched this and still have questions about firewalls and where they should be turned off or on, does the router have a firewall and is that enough, what is the proper amount of security without hindering the performance of the network, etc., etc.

So, after all that rambling, what security/router/settings are best for my home system where I can feel safe and get good performance?

Any suggestions appreciated in advance.
