DHCP is how a network device, your printer, is assigned an IP address, 192.168.1.222 for example, by the Router/DHCP server on your network. This address is given to the printer by the Router/DHCP server every time the printer is powered up. This means that there is a possibility that the printer could get a different IP address after it is powered up after a power failure or similar.
Getting a different IP address would mean that the printer would no longer be visible on your network as your computer would be look for it under the old IP address
It is generally good good practice to assign a Static IP address to the printer. This IP address never changes so the problem described above does not happen.
As for setting up the TCP/IP settings on that printer, you will find a user network manual at this address: http://gccprinters.com/support/doc/elitexl20.html

you need to set the IP address of that printer so that it matches your network.
