Setting F Lock on at bootup

Sometimes I need to get into the BIOS before the computer boots, to start in Safe Mode, say.

My at-work Gateway has a Gateway wireless keyboard and mouse, and when that computer boots, all the F Keys are active in their normal mode, so I can get into the setup screen just by pressing F8 (I think).

My at-home Gateway uses a Microsoft wireless keyboard and mouse. I discovered that to enter setup during bootup, I have to hit F Lock first. I can then press F8 to get into statup.

My question is, can I somehow get F Lock turned on during boot automatically, similar to the way Num Lock is set or disabled?

Gateway, dual core, 3 GHz, WIN XP Media edition, 2 GB RAM

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
