seperate question- need to reboot after ...

installing or unintalling a prgram? Even if the program does not say one needs to do so?

get conflicting information

some say you should always restart after installing or uninstalling a program. Others say only if the program tells you to

so really confusing

In the old bygone days of WinX, there was a need for the OS to 'reinitialize' so that changed settings [e.g. registry entries]due to the installation of programs can be properly effected and saved. From Win XP...things have changed. The OS works differently.

its not necessary unless the program says to do so, but some still prefer to do it ( restart) after installing/uninstalling a program
