Sending Popup Message over network

As I am in Network administrator in some organization having 50 computers. I want to know is there any way that I can send a Popup message in windows10 like we used in win98/XP via netsend ?

Yes you can.
No, it's not enabled and may not be part of the newer Windows for many reasons.

So as you are the Network admin you deploy your choice of app that adds this to your fleet.

Please can you name any of the app which is best ? we are not using any server right now, just router and switches.

Given there are some dozen apps I can't guess which is best for you.

I'm unsure why you mentioned no server. These apps didn't require that.
