Maybe there is no default e-mail program installed (check in the internet options)?
Luckily the work-around is easy. Save to your hard disk (you probably do already, sooner or later), then attach from your email program. Only a small nuisance to do it that way.

I recently had my vista home premium re-installed due to a crash... I then re-loaded office 2002.
It works fine except that when I hit "send to" the "as attachment" option is no longer available.
