sellouts of user info and a possible solution

I think most major reputable sites are keeping their
promise of privacy. However, there are those, who are
going out of dot.com presence, who'd sell out their own mothers for a quick buck.
Exiting, they sell off identities of their customers
With the possibity being, that the data could result in identity theft, and the consequences that that may
cause, I propose that they be incarcerated and fined
for being accessories before the crime of fraud, and
accessories afrer should they not offer assistance, or
obstruct justice.
I'm not a lawyer, but that sounds like a good start.
