On the surface with only what you noted I suspect a trojan keyboard logger or rundown batteries in your mouse. But details supplied are slim so go scrub.

On switching Identities via the Switch Identities box in Outlook Express 6 (I am running XP Professional with SP2), the selection won't stay on the Identity I select, either with the mouse or the keyboard. It scrolls up or down of its own accord, usually ending on the last Identity in the list. The same fault occurs in the OE Spellchecker box, where it scrolls uncontrollably up and down the list of other spelling options. I have no idea what is causing this ? it is really annoying.
