Security Center Can?t Change Settings for Windows Update

I recently turned off my windows update because it automatically restarts.
After a few days I decided to turn it on again by clicking the Windows Security Alerts icon in the taskbar because it might affect the performance of the system.
Whenever i will try to change the settings:

"Install Updates Automatically(recommended)"

a dialog box always appear saying
"Security Center can?t change your automatic updating settings"

I also tried
"Change settings manually"

the window is blank...

i tried the following:
* regsvr32 wuapi.dll
* regsvr32 wuaueng.dll
* regsvr32 atl.dll
* regsvr32 wucltui.dll

regsvr32 wuaueng.dll and regsvr32 wucltui.dll were not successful... Error codes

System:
Windows Vista Home Basic
Service Pack 1
Model:Aspire 5730z
System Type: 32 bit Operating System

1.) The error codes were missing from your post.

2.) Try changing the theme to Windows Classic--it may be a display issue.

3.) What software have you installed recently? Corrupt cpl (Control Panel) files can cause that, though a System Restore may reverse the damage.

4.) Have you disabled UAC or used a third-party application to limit the prompts you get?

5.) What security software do you use?

6.) Have you performed any 'system tweaks' recently?

7.) Are you able to access the settings from within Safe Mode (press F8 during boot)?

I tried changing the theme but it was still the same.
3.) What software have you installed recently? Corrupt cpl (Control Panel) files can cause that, though a System Restore may reverse the damage.
I didn’t install any programs because I was busy at school these past few days.
4.) Have you disabled UAC or used a third-party application to limit the prompts you get?
Sorry but I am not familiar with UAC? Im not a techie person.. but I researched about UAC in wikipedia.

1.) UAC requires user interaction for performing various administrator-level tasks; using some third-party tools to limit its functionality can cause such problems, while others may necessitate that you disable User Account Control (UAC) by going Start->Control Panel->User Accounts->User Accounts->Turn User Account Control on or off and unchecking the box.

2.) Safe Mode prevents startup applications and other non-essential processes and services from launching at boot, limiting the number of potential causes of problems. Often you'll find that problems do not exist in Safe Mode, indicating an installed application is at fault, at which time you must enable/disable startup items one-by-one until you find the cause.

3.) If the problem persists in Safe Mode (quite likely, given the screenshots you provided), run System File Checker and let it repair any system file corruption it finds. See if it reports an inability to fix all errors and if the problem persists after running SFC and rebooting.
