second user can't create alias

Hi: have a imac G5 running on 10.3.5. There is one administrator and one other user. I was logged in as second user, setting up his desktop when I discoverd I could not make an alias. I can only create a copy to the desk top. This doesn't make sense to me not to have the ability to create aliases available to all users.

Second user has no limits. He can't make aliases of anything.

Is this normal? Does he need to be made an administrator too?

I ran across this problem a while ago and, if I remember correctly, I decided to take the easy way out and give the user Admin rights. I did mean to research the problem but got sidetracked after it was working.
I can't remember why I wanted the user to create aliases, I don't use them on the desktop, and usually just drop the app onto the dock and let them go from there. All the other apps are available to them in the applications folder.

Thank you, I'll do the drop the app in the dock routine. The second user is a clicker and by that I mean he likes to click everything on the computer, so I was trying to eliminate that as much as possible.
