SD1100IS image stabilizer problem

the IS works fine in auto mode, however when I'm in any of the manual modes, the IS doesn't seem to work and I've made sure that it is set to on in the settings. Ideas?

There are other settings beside just off and on.

Look at User Manual, page 70 and 71.
