Scrolling on netbook

I have recently acquired a new netbook.
I am annoyed by one of it's features.
The screen of the netbook is small, but the lowest resolution available from the Properties => Settings tab is not low enough not to require scrolling.
I do not like it.
Is there any way to make it so that the screen will not require scrolling? (one thing which I had on my mind was customizing the resolution in such a manner that it would correspond with the size of the screen, but nor I know how to do it neither if it would help)

I found out that this scrolling issue starts when I try to run a PC game. I think that the netbook somehow changed it's resolution according to the game. When I quit the game, the scrolling remained. After I restart it, it changes back to non-scrolling.
So, my question would maybe rather be as follows: How can I make PC games run on such a resolution, that they will not require scrolling? I mean such a resolution that you will see the "whole image", not just a part of it, and consequently no need to scroll. Is it possible? If yes, how?

Most netbook screens have very short screens. So you end up paging up and down a lot more.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
