One, open the Control Panel, then the Mouse icon, then the "Pointer Options" tab. Once there, UNCHECK the box that says: "Enhance pointer precision". Click on Apply, then OK.

If that doesn't help, if you play games and use a Controller, make sure nothing is touching it, holding a button down, etc. You could also access Device Manager and disable the Controller to see if it is indeed the culprit.

And if you're using the latest Windows 10 V1903 update/upgrade, there is a new update that fixes "programmatic scrolling" in the original version of the update. The link is below which give you a link to the Microsoft Update Catalog download.:
