One, open the Control Panel, then the Mouse icon, then the "Pointer Options" tab. Once there, UNCHECK the box that says: "Enhance pointer precision". Click on Apply, then OK.
If that doesn't help, if you play games and use a Controller, make sure nothing is touching it, holding a button down, etc. You could also access Device Manager and disable the Controller to see if it is indeed the culprit.
And if you're using the latest Windows 10 V1903 update/upgrade, there is a new update that fixes "programmatic scrolling" in the original version of the update. The link is below which give you a link to the Microsoft Update Catalog download.:

Other suggestions are in the link below such as a low mouse or keyboard battery that needs replacement:

And if you happen to have a laptop, try updating your touchpad driver at the computer manufacturer's website.
Hope this helps.

If i go to my programs in windows it automatically scrolls to bottom of page. I have tried switching keyboards, mice wireless to wired etc etc nothing is working. I have virus checked rebooted the system countless times and it still does it. I can't pick a country for eg. on a website as it automatically scrolls to bottom of countries starting with Z. Anyone ever have this???
