scrolling issues

I have a toshiba laptop with windows 7 and I am having issues scrolling. I am in a particular program and try to scroll to the next page and it won't let me. I try to print a pdf and it won't let me scroll to the correct printer. I have rebooted and that did not help. I ran spybot to see if I had a virus and it did not detect anything. Does anyone have any suggestions for how I can fix this.

- What is "a particular program"?
- How do you try to scroll down in that particular program?
- What program do you use to print a pdf?
- How do scroll to the correct printer" in that program.

For example:
- To scroll down in Firefox I use the vertical scroll bar at the right side of the window, or the page-down key or the arrow keys.
- To choose a printer in Foxit reader, I click on the drop-down box. A list of 6 printers appears. I choose one with my mouse without having to scroll.
I see nothing common in these 2 actions at all.
