Why not reconfigure your browser or internet connection to not use a proxy?
To gwrach923 and R.Proffitt thanks very much for your time. However, I am not able to get on line or do anything. I asked the question and now answering on a different computer. tks
There are dozens to hundreds of web articles about editing the proxy settings. I can't guess what you are trying but here's one.

- It's not the screen that says something, it's a program. And in Windows 8.1 there are two different browsers, the desktop one and the metro/modern one and they have different settings and different ways of changing them. And, of course, it's possible you use other browsers (Firefox, Chrome) or an e-mail program like Windows Live Mail or Incredimail that gives this message. So please tell more.
- Did it ever work? What changed since it last worked?
