What's wrong with my monitor?

Before buying a new monitor or asking a repair company for an estimate of repair, try it on another PC.

Without technical documentation and the usual electronic tools, it's impossible to say more.

If it's a laptop

Most likely culprit is the data cable that runs through the hinge from the motherboard to the monitor.

One more test. Does this (unknown) PC have a BIOS screen you can get to on boot? If so, do the lines show there?

It's just a test I use to sniff out if it's the monitor. I can't guess why you gave me that link since it didn't have the BIOS screen.
