Screen is all garbled upon reboot after change of color settings

I had changed my color settings from 256 to 16 bit but not restarted right away. When I noticed some weird color patterns (vertical stripes in some backgrounds) I decided to restart.

When the PC came on again, all I could see was a snowstorm of color pixles flickering on my screen. I tried to press F8 to start in safe mode but did not succeed.

How can I get it back to working?

It is a laptop PC with Windows 98 SE.

Miraculously, but after about eight attempts, the screen was good again. Whatever...

....restart in safe mode and then set the display properties back to the way you had them before.
