Screen Flickering. Please help!

I bought a new computer in September and it has been flickering since. I have tried many things and also tried seeking help from an agent at Nvidia, ASUS, Microsoft (remote session). None of them were able to solve the issue.

These are the specs of my computer:
Windows 10
Processor: Intel(R) Core(TM) i7-6700k CPU @ 4.00GHz
Installed Memory (RAM): 16.0 GB
System Type: 64-bit Operating System, x64-based processor
Graphic Card: Geforce GTX 1070 (ASUS Strix)
Samsung SSD 850 PRO (512GB)
Mother Board: Gigabyte Ultra Durable Z170XP-SLI
Monitor (52"TV): Sharp Aquos LC-D64U (connected via HDMI cable)
Resolution set to: 1080p, 1920 x 1080
Refresh Rate: 60Hz

This is a list of things I have tried so far with no success:
-change the HDMI cable
-change the HDMI port (both ends)
-connect to a different television
-put a different graphics card in my computer
-update windows
-update graphics driver
-update BIOS
-disable every device that could be disabled in the Device Manager (one at a time)

Have you tried reinstalling your system? That is the only possible solution I could think of, since you have already tried everything.

I have tried reinstalling my system. I reinstalled Windows 10 and all the drivers manually from their installation CDs. Still no luck.
