I have a HP Pavillion M70 monitor and every time I use the mouse scroll wheel the screen flickers and sometimes turn black completely.When I stop using the mouse, the screen stops flickering.
Also if I scroll an internet page, the screen flickers and sometimes goes off.
I am running Windows xp Home edition
Any Ideas as to the cause

Is it the monitor?

Try a different monitor on your computer.
Try your monitor on another computer.

Is it the mouse? (I wouldn't have thought so, but),

Try a different mouse on your computer.
Try your mouse on a different computer.

When scrolling the web page, does the flickering happen only when scrolling with the mouse, or does it also happen when using Page Down/Up?

I do not have another monitor or another computer.
The flickering happens when scrolling a web page and when using page up/down
the monitor also flickers when typing using the keyboard.

dbys11944, Go into your Control Panel and double click the Display icon to open it, click the Settings tab, click the Advanced button, click the Troubleshoot tab, then move the Hardware Accelleration a notch to the left, click Apply/OK. If moving it one notch to the left doesn't solve the problem try two notches, etc. If this doesn't work just move it back to the right(Full), click Apply/OK. It's worth a try.
