SCANDISK ERROR

My computer has been freezing often when I shut it down. It will not shut down automatically like it usually does. So I would have to turn it off by myself. When I turn it back on it does a scandisk but the scandisk won't scan! A message appears and it says: "ScanDisk har restarted 10 times because Windows or another program has been writing to this drive. Quiting some running programs may enable ScanDisk to finish sooner." It won't scan to see if there are any problems. What do I do? Please help. ThanKs!
