While I bet you could develop an add-in with Visual Studio 2008, Office Developer and http://msdn.microsoft.com/en-us/office/aa905455.aspx it seems to me that such would take most of us a few weeks and for those of us that don't write apps would not want to become a programmer for this one item.
Best bet? Pay Microsoft for the answer. It does not appear to be a menu item unless an EXPORT of this or that happens to do this. My bet is that an add-in would have to be written.

After making new entries in Favorite Folders I would like to immediately save those changes by saving outlook.xml without having to close and reopen Outlook 2007.
This manual save will ensure the Favorite Folder changes are not later discarded if Windows Vista terminates Outlook abnormally after it determines Outlook has stopped responding.
What steps are required to manually save the outlook.xml file while Outlook 2007 remains open?
