Sar Ratings?

I have been looking for a great phone for over a year (My contract ended last year) now finally the Samsung Galaxy S II arrived here, so when I was looking for the SAR Ratings it seems the rating for the head (0.96) is higher than for the body (0.16).

I would like to know why that is. I always thought that the SAR Rating was always higher in the head, but this time is not. And I also, the SAR Rating for the body is for when is not in use or when is in used but one is using a headset?
