Samsung TV cannot power up, expired warranty, help

Hi everyone,

My trusty Samsung TV of 6 years has never had a problem until two months ago. I turned it off last weekend and it didn't start up on Monday. I looked around the Internet for common problems but I don't think I have them. My capacitors are intact (see below photograph) and there have never been any clicking noises or problems with the plasma. It just can't start up.

I plan to buy a multimeter to play doctor with it (but I'm not sure how to use one). Do you have any tips?

Boards cost a bit and given you need the service manual and the usual tech gear to diagnose your out about half a new/refurb set the moment you change your first suspect board.

The common piece of gear the service manuals call out is a Volt Ohm Meter (VOM). However these manuals are not repair manuals in that they don't teach how to use a VOM or substitute for your classes and training in repair. Some folk new to repair explode over that!
