Samsung Galaxy SIII mini shows an "R" above the signal bars. This is not shown in the manual. Does it meaning "roaming"? I'm using it right in the city, why?

http://forum.xda-developers.com/galaxy-s3/help/how-rid-little-r-signal-bars-t1760181 and other posts do say it's roaming. Depending on your plan it's OK or not OK. For my plan it's no cost so nothing I worry about.
