Samsung phones playing up

To begin with we had 2 A411 Samsung phones, then we moved onto Samsung Galaxy Pocket Neo and lastly Samsung Rugby III SGH-A997 Black (AT&T).
All of these phones will not allow one to text, it says service not available and when we try to ring it says emergency calls only.
I am in Australia, were these phones released in Australia? Is this a Samsung thing or our service provider IInet?
We chose Samsung phones as they have the reject list feature which we love.
Any help much appreciated! We do NOT wish to buy any more phones for a while! Thank-you in advance! Happy

These look like 10 year old phones.

http://www.gsmarena.com/samsung_a411-2138.php has the network specs and for most areas you would not get service. Here the 2G (a cellular term about cell networks) are closing down. The one 3G band is 850 and it's a safe bet it's not deployed in your area.

This is not the phone playing up but a change in cellular networks (also called the cell carrier) moving to 3G and up.

Since you were able to buy them in Aus, then that's as good as released but I don't expect them to work.
