samsung hand gesture setting on pc

i used to have the hand and voice gesture turned on but now i cant find it or the seeing anywhere please can some help me

I downloaded the manual there. Since MSFT pushed out Windows 8.1 I fetched that one.

About page 56 gives some interesting notes about why it doesn't work:
"This function only works when a hand icon appears on the
small window on the right side of the screen. If the function
doesn't work properly, please try to move your hand so that
the hand icon appears in the window.
• The function may not work properly depending on the angle
of your hand movement.
• The function may not work properly when the ambient
illumination is too bright or dim.
• You cannot run two camera programs at the same time.
When you use the hand gesture function, please use only one
program."

If Skype or such is running, my bet is this won't work. Ever.

Just that it doesn't work when the hand doesn't show.

If the manual/doc is incomplete we end up calling Samsung.
