While this sounds like a failed drive, did you try one of those zero fill utilities?
Also, be sure to reveal what apps you tried. I find Windows to flub this a lot so I keep http://gparted.org/ handy.

i have a 60 gb samsung hdd there are three partitions in this. The problem with this hdd is that no file and folders deleted form this hdd. I try to format this hdd and delete partitions with many partitioning softwares but no result an error occurred "unable to write mbr". I try to edit mbr but mbr not modify with any software . At last I try to zero fill it with samsung and other softwares zero fill process finished successfully but partitions and files,folders still as it is.Please help me how can i delete partitions or zero fill this hdd.
