safari bookmarks in windows

how do i export the bookmarks with my edits in safari for windows?
because everytime i export it exports without the changes i made.
this puzzles me and i would greatly appreciate any help. so that i can email them off to a friend and sync them to my laptop.

That's a bug...

You can edit the website's name and export, but it won't preserve any edits made to the website's URL if you export. The only way around it is to search for the file bookmarks.plist (located in your Application Data\Apple Computer\Safari folder) and send it instead of exporting. That's the actual file Safari uses, and importing it will properly display all changes you made to the bookmarks.

the desktop or a zip/rar archive?

or can a browser like firefox import a file with that .plist (or whatever it is) extension?

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
