I have the same problem, found this site(http://www.jsiinc.com/SUBO/tip7100/rh7165.htm ) didn't help me.still getting the stupid message. Maybe i'm doing something wrong. Might work for you.
Worth a try
Starting soon after I downloaded and installed Windows XP Service Pack 2, I get a "Runtime Error" every time I open MSN, and sometimes after opening a sub-topic or sub-window. I am asked if I want to debug. If I answer :No," the window returns to normal as if nothing happened. If I say "Yes," (I do want to debug) the message "Unable to debug - or something like that-" pops up, and asks if I want to continue. If I say "Yes," the cycle repeats, forever.
How can I remove that annoying Runtime Error notice, especially since it doesn't appear to do anything?
