Running internet browser off a flash drive

I understand that you can load a browser onto a flash drive and then surf the web off that flash drive while it is plugged in to the actual computer. I tried copying a recent version of Internet Explorer on to the flash drive. Success there. But when I ran the browser by clicking on the .exe file on the flash drive file, the browser ran off the regular computer. far as I can see i am not running the browser from the flash drive. What else do I need to do to get the original intent?

Thank you for pointing me in the right direction. I have downloaded and unzipped the files. I'l give it a go and see if I can make this work from the flash drive. Thanks again.
