As I posted before, did you attempt to restart the computer in "Safe Mode" and do the keyboard and mouse work then?

Can you place the Windows ME boot floppy in the drive, boot to a DOS window and do the keyboard and mouse work then?

Have you tried disconnecting the keyboard and does the mouse now work?

In addition, because spyware or viruses can cause similar issues, please attempt to run a spyware removal tool but obviously, you'll need to get the keyboard or mouse working first.
