I have to go with no. The laws are still in place no matter if you root or more. Some can't wrap their head around this area so just like asking for help jacking a car, few will help you get around laws in your location.

Hi, I'm in the UK with my US Nexus 7 2 gen and can't buy anything from the google play store either from the US or the UK. If it was rooted would it work? Could I sideload it ? I would like to load some ebooks from somewhere and can't seem to do it. Any help would be appreciated.I thought I could buy Play Store gift cards but am told they won't work either. Thanks
