What is the use of a ring flash light and when is it used. Can one be used with the Sony Handycam HDR-PJ380E as flash as well as video light?

Ring flash lights are circular flash tubes that are designed to fit around the camera lens. They are used mainly to light objects where a flat image is required. The Sony would need a flash trigger socket to fire the flash which, I doubt, it has.
The only way to fire a stand alone flash would be to use the camera flash to operate a light sensitive switch to act as a flash trigger.

A optical flash trigger is a feature of the flash unit, and it's a device that fires the flash whenever another flash goes off. The more modern triggers are electronic but your camcorder does not have the socket (found on DSLRs) to operate these so an optical trigger is the only answer.

Thanks for the info. However, my Sony handycam does not have inbuilt flash coz it has d bionz G lens of Sony which is supposed to give very good results under low light but d same is not practically d case especially in case of still photos. So I guess without d inbuilt flash it cannot send an optical trigger either.
