RightMark CPU clock utility

I came across with this remarkable software, which can enable On-Demand Clock Modulation (ODCM) to Pentium 4 processor. Anyone familiar with ODCM and throttled CPU clock speed? How does it compared to the SpeedStep Technology found in Centrino notebooks? Will enabling ODCM feature to Pentium 4 notebooks will allow significant reduction in power usage and notebook temperature? Will the performance be affected by ODCM?
