Three questions for diagnosis:
1. Does it work if you use an external keyboard in stead of the internal keyboard?
2. Does it work in the BIOS setup?
3. Does it work (try both the internal and the external keyboard) if you boot from a Linux disc or stick (free to make)?

If the left arrow works in the BIOS setup and the right arrow doesn't, it's some hardware error on the keyboard, the cable or the motherboard.

Next step: external (USB?) keyboard and try the same. Hopefully the BIOS recognizes an external keyboard (I never tried with mine and even of that does, it doesn't mean it does with you).

Since Linux discs are free to make, all you have to do to boot from it is making one (or order one, but that ain't free) or find a friend that has one. For example, download from https://linuxmint.com/download.php and burn to disc as an image (not as data!) using your favorite burning program (like Nero or cdburnerxp).
