Restrict network user access to certain folders

I am running windows 10 pro on the server machine. I am attempting to restrict user access to specific shared folders over the network. For example folders 1 2 and 3 are shared. User 1 must be allowed to access folder 1, user 2 folder 2 and both folder 3. User 2 must not access folder 1 and User 1 must have no access to folder 2.
Both users are standard users on the server machine and the client machine.
When sharing the folders I added the relevant users and gave them read/write access. I also denied access for the relevant user in permissions, but both users still have access to all 3 folders.
Any advice will be greatly appreciated

access needed and assign the the individuals to those groups. Create the groups based on the folders that are needed.
