How would you restore files used from an Apple backup onto PC with either Windows 7 or Windows 8? Where there be any compatibility issues at all?

That depends on the program you used to backup, the medium backed up to (cloud, USB-stick, external disk, cd, dvd) and the file system of the medium.

That's about getting an exact copy. It depends on the file type if you can use it in Windows.

Restore from Apple OS X backup

I used a Western Digital external hard drive to do the mac backup. Most of my files are Word, Excel and PowerPoint files and also MP3s, MPEGs, photos, and a few Html files I created. I did the backups using Time Machine.

your best bet is to use a Linux distro. They can read from the Mac file system, but the backup software might still defeat you if apple specific.
