Tell me what PROCEDURE you are using for this. There are a few so I can't guess which step you are having issues with. There are many that create their own procedure and those will be troublesome.

I'm thinking that my archived files are corrupt. I do have previous archived Contact files but still can't figure out how to correctly restore them. I did everything I was told to do but the only thing I don't understand is the 'Select the Folder to Import From' step. What on earth does this mean? I mean if I already selected the file to be imported on the previous step then why is it asking me what folder to import from? Isn't that redundant? Anyhow the folder I want to import the file from is under c:\Scott's Stuff\Outlook Backup. They only give you Contacts\Deleted Files and Contacts\Inbox to import from. Then I was able to finally open a Contacts file but in a new folder. So I renamed that file and moved it to the same folder the original Contacts file is. Now I have 2 Contacts files. I'm unable to merge them in any way. I already downloaded another mail program called IncrediMail. I think I'll eventually start using that once I correct all this Outlook stuff.
