I guess it depends on your financial status. There are professionals who recover flood damaged vhs tapes, but it is not cheap. I would not trust any do-it-yourself method on a tape I could not bear to lose.

My children's younger days were captured on video. All of our VHS tapes containing this footage went under water during Hurricane Katrina. What are our chances of saving these memories left on these tapes?
