Restarting Windows without rebooting

I'd like to use this sometime, but I can't seem to make this "Tech-Tip" work on my XP Computer. Does this really work, or am I doing something wrong?
"Here?s how: Go to Start, Shut Down and select Restart. Press and hold the Shift key while you click OK. Windows will restart in half the time it takes for a complete reboot."
When I click Start, I don't see any "Shut Down", I see Log off and Turn off computer. If I click Turn off Computer, I then see Standby, Turnoff, and Restart. There is no "OK" to click. Is this tip for Windows ME or maybe 2K?

I think you might be thinking of the "Hibernate" function in Windows XP, ME, and 2000. This is done by holding shift after clicking on turn off computer (In XP), and then clicking the "Hibernate" button. I don't know anything about resarting windows without rebooting the system, but hiberating makes the system come back up about twice as fast, depending on the speed of your computer.

If you can post a link to the article that gave you the tip, maybe you/we could identify exactly what it does. Your stated procedures don't work here either.

1- Click on Start, Settings, Control Panel, User Accounts.
"Change the way users log on or off".
Uncheck "Use the Welcome Screen".
Apply options.
(Maybe you need to uncheck both squares...)

2- Right-click on your Taskbar, Properties, Start Menu.
Select "Classic Start Menu".

"OK" to click is supposed to be there now.

P.S. An "eternity"is needed to reboot. Maybe someone did a joke to you.
