Restart (Reboot) problem

My HP 540n with XP Home, just went through a full Recovery (harddrive formatted and XP etc installed with the use of the seven Recovery CD's)
Now after clicking Start-Turn Off Computer-Restart, the machine stops working during the process of restarting. (black screen with a blinking minus sign at the Left Top). Same thing happens when software is installed that requires RESTART before it can be used.
Directly after the Recovery procedure the Reboot function was OK. The malfunction occurred later. It was detected after Norton AV 2002 was installed, and RESTART was required. I then uninstalled Norton but that did not help.
No problems with Starting the machine, and neither with Turn Off.
How serious is this and what can be done to get the machine back to normal?
Any help will be appreciated.

Perhaps you can try system restore back to before you installed NAV and it'll revert back to the way it was?

David, I had that in mind as the last option because in the meantime I have installed quite some software, that I will lose again with Restore.
I was looking for a magic solution.
