You might need an unsecured WiFi router (no password). Or, indeed, a SIM-card.

Because of issues I was having with my Lumina 640LTE running Windows 8.1, I did a reset using the on/off, and the volume control keys.
When I turn the phone on now I get the message:
“Now we’ll help you finish setting up a few things”. When I hit the “next” button, it goes to a “Reset Protection Notification” page, which gives me the option of obtaining a recovery key at “Find My Phone on windowsphone.com.” Or signing in to my Microsoft Account.
When I go to the “Find my phone” site, all the options are grayed out except “Check Reset Protection Status”. When I enter in the IMEI number it takes me to a Reset Protection Status site that tells me reset protection is ON, with no other options.
Then it adds the prompt: “This device is locked to a Microsoft account. To reset it, verify the username and password on the device.”
When I go to the setup wizard on the phone and sign in to my Microsoft Account I get the notification: “Could not turn off reset protection, make sure you have a network connection and try again.”
I have only used the phone with wifi and have never had a telephone number assigned to it. Could that be the problem?
I’ve invested hours on the problem, and I’m no closer to a solution than when I started.
Any help I could get with this frustrating dilemma would be greatly appreciated.
