very reasonable to me. But if they insist, you don't have much choice, I think.
Check the small print in their terms of sale.

Hi there,
I have been using Pipex broadband for a long time (in UK). I wished to change my provider for, value for pounds, reasons.
I duly wrote to them (email) with all the required information, but their custom services is adamant that I must use their premium telephone line and make a request for it to be complied with. Although, last year I made such request by email and got the MAC from them.Although, I did not change my provider at that occasion.
Please advise if the Pipex, the broadband provider in UK, is behaving reasonably? What if you can not use the telephone?
