With a new motherboard you need to reinstall Windows, both for technical and legal reasons (an OEM license is linked to the motherboard). So, apart from a new motherboard and CPU (and possibly RAM) you need to buy a new Windows license (for Windows 10, maybe) and reinstall all your programs. Just in case something goes wrong, make a backup of your data first.
Also consider the option to buy a completely new PC.
