Replacing Folder Icons

I know how to replace Folder Icons but not working as it used to. I have a number of my own playlists and I was able to replace the Folder Icon with a FULL sized picture of my own choosing. Now, when I convert my JPEG pic into an Icon and try to replace the Folder Icon it turns out as a small pic inside a larger square!! I am using Windows 10.
